ROANOKE COUNTY THINKS THAT A 3/4 FULL PORTAPOTTY IS AN ADA BATHROOM, THERE ARE BATHROOMS AT SOUTH STARKEY PARK THAT ARE LOCKED AND UNAVALIABLE TO THE PUBLIC. WHY??
